We call these dry pouches because they are generally best suited to store your kit inside a larger bag. You might also know them as waterproof stuff sacks or compression sacks. They'll keep your kit dry in a shower and will handle a very brief dip, but we wouldn't rely on them to keep electronics or other gear dry if you're going to submerge them.
